35089 - E&B Senior Advisor - Stack Emission Monitoring

Our Monitoring Certification Scheme (MCERTS) for environmental permit holders is an essential component of our permitting and regulatory approach. MCERTS sets out the framework for permit holders to meet the Environment Agency’s quality requirements for emissions monitoring. 

We are recruiting a specialist to lead the development, implementation and regular review of our MCERTS standards for stack emissions monitoring, especially for continuous emissions monitoring systems, calibration standards (EN 14181) and data acquisition and handling systems. As part of this role, you will:

• Lead on the content and technical detail of MCERTS standards, drafting documents as required
• Lead on quality assurance of continuous monitoring and how to regulate this effectively
• Respond to queries from EA staff, operators and consultants
• Be comfortable presenting technical information to a range of different audiences
• Represent the EA on MCERTS emissions standards with a variety of external groups, comprising regulators, stakeholders, certification bodies and UKAS
• Keep abreast of and influence international developments on emissions monitoring standards, cascading necessary information within the Environment Agency through appropriate briefings and presentations.

Our MCERTS team provides specialist advice on monitoring emissions to air, water and land from industrial processes.  We manage the Environment Agency’s MCERTS schemes.

You will be working in the MCERTS team, part of Monitoring and Assessment within the Chief Regulator’s Group.

You will lead work and provide technical support to others. You’ll have developed your expertise in stack emissions monitoring, especially the calibration of continuous emissions monitoring systems. You’ll have expertise in:

• Periodic and continuous stack emissions monitoring equipment
• Standards and requirements for stack emissions monitoring, including calibration of continuous emissions monitoring systems
• MCERTS accreditation and certification
• Data handling and acquisition systems used for reporting continuous monitoring data

To achieve the role objectives, you will be skilled at:

• Working with a wide range of internal and external customers
• Influencing outcomes through effective relationships with colleagues and customers
• Producing technical information in accessible language
• Planning, managing and delivering complex tasks to challenging deadlines.

You’ll have a degree or equivalent in a scientific, environmental or engineering discipline.

You will have an Environment Agency Office base location; the working location is flexible / hybrid.

We use smart tools to stay connected and reduce travel, some travel and overnights may be required.
