The Environment Agency carries out tens of thousands samples and surveys every year, analyses and assesses these samples and produces hundreds of reports. It's vital we know how much effort this takes, both in terms of people and money, so that we can properly resource our monitoring teams. Equally important is that we know where this money comes from and what outcomes it supports. Being able to accurately answer these questions allows us to make better decisions to help protect and improve the environment.

For water quality, Environment Monitoring Service (EMS) has a number of tools that can answer some of these questions, but not all of them. We are looking for someone to take these tools and work with them to improve and integrate them. Your work will show exactly where money comes from, what it is spent on and what outcomes we are trying to achieve. When successful, your work will form the basis of a national costing model for water quality.

Your work will bring you in to contact with all levels of the Environment Agency - from field staff for validation on unit times for monitoring to Deputy Directors for impact on budgets and allocations.
You will join the Monitoring Programme and Technical Services (MPTS) team in EMS. We are a dispersed team with a strong team identity that manages the delivery of water quality monitoring and assessment activities including; ecology, chemistry and fishing in inland surface waters and marine waters.

You will also be working closely with the monitoring costing and finance lead in the wider EMS team.

Travel to various offices around the country will be required.
You will need strong, proven data management skills and experience of manipulating and interpreting large data sets, particularly in Microsoft Access and Excel. Ideally you will have some knowledge of the current set of tools: commissioning database, workload calculator, cost model, etc.

You will have the ability to communicate complex technical issues and concepts in a clear and appropriate way, and be comfortable engaging with staff at all levels.

You will have very good influencing skills to ensure the right people are supplying the right information to you in the right way.

You will be able to work independently, proactively solving problems with delivery, and be adaptable to take on new work areas.
